DM, South Goa Issues SOP for Air Raid Alerts and Blackout Protocols

Panaji | The Office of the Collector and District Magistrate, South Goa, through its Disaster Management Cell, has issued a comprehensive advisory and Standard Operating Procedure (SOP) to be followed in the event of air raid alerts and blackout directives.

In alignment with the Civil Defence Manual and national civil contingency protocols, the SOP outlines clear guidelines for government departments, local bodies, emergency services, and the general public.

Air Raid Warning System:

Two types of standardized sirens will be used across India:

Red Alert (Air Raid Warning): A two-minute warbling siren will indicate an impending air raid. Upon hearing this, all citizens must immediately follow safety precautions.

Green Signal (All Clear): A continuous, two-minute hooting siren will signal that the threat has passed and normal activity may resume.

During a Red Alert, residents are advised to proceed to designated air raid shelters, protective trenches, or safe indoor locations away from windows and external walls. Use of telephone networks must be minimized to ensure emergency communication lines remain open.

Blackout Protocols:

All lighting, including indoor and outdoor sources, must be switched off or thoroughly shielded. Windows and openings must be covered with thick or opaque materials to prevent light escape.

Transport Restrictions:

Public Transport: Operations must cease or continue without any lighting.

Private Vehicles: Must be parked off-road with all lights turned off.

Emergency Operations:

Emergency Operation Centres (EOCs) are to remain functional with backup power and essential communication tools. Coordination must be maintained with military and civil agencies, with staff deployed in shifts to ensure 24/7 readiness.

Post-Alert Procedures:

Normal activity should resume only after the official Green Signal. Any damages or casualties must be reported immediately to the nearest Civil Defence authority or the Control Room of the District Magistrate. Restoration of services will follow recovery protocols post-inspection.

The district authorities urge all citizens to remain alert and cooperate with officials to ensure safety and quick response during such emergencies.
