“Second Phase of NAKSHA Training Begins June 2 at 5 National Centres”

Delhi : The Department of Land Resources (DoLR), Ministry of Rural Development, Government of India, is set to launch the second phase of the capacity-building initiative under the NAKSHA (National Geospatial Knowledge-Based Land Survey of Urban Habitations) programme from June 2, 2025. This training phase will be rolled out across five premier Centres of Excellence (CoEs) across the country.

The training programme will be inaugurated virtually by Shri Manoj Joshi, Secretary, Department of Land Resources, at 10:00 A.M. on June 2, 2025.

Following the successful completion of the first phase in May 2025 — which trained 160 master trainers from participating States and Union Territories — the second phase focuses on strengthening ground-level implementation. A total of 304 officers from 157 Urban Local Bodies (ULBs) have been nominated for this training. These officers, including ULB-level and district officials, will undergo a week-long hands-on training in the application of cutting-edge geospatial technologies for urban land surveys.

Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, Uttarakhand

Yashwantrao Chavan Academy of Development Administration (YASHADA), Pune, Maharashtra

Northeast Region Centre of Excellence, Guwahati, Assam

Mahatma Gandhi State Institute of Public Administration (MGSIPA), Chandigarh, Punjab

Administrative Training Institute (ATI), Mysuru, Karnataka

The training modules will cover a wide array of subjects including:

Overview and framework of the NAKSHA programme

High-precision land surveying using GNSS and ETS technologies

Land parcel mapping techniques

Use of Web-GIS applications

Legal and administrative aspects of land records

About NAKSHA Programme

With India’s urban population projected to exceed 600 million by 2031, the NAKSHA programme aims to modernize urban land governance through the creation of reliable, accurate, and accessible digital land records. The programme, initiated as a pilot project, is currently being implemented in 157 ULBs across 27 States and 3 Union Territories.

NAKSHA is a joint effort by the Department of Land Resources in collaboration with Survey of India, NICSI, MPSeDC, and five designated Centres of Excellence. It aims to usher in a transformative shift in land management by leveraging modern geospatial and IT tools to support urban planning, governance, and development.

This second phase of training is a crucial step in enabling local-level officers to implement NAKSHA with confidence and precision, thereby laying the foundation for transparent and efficient urban land record systems across the country.
