Election Commission to Upgrade Voter Turnout Reporting with ECINET Integration

Timely updates, reduced delays to enhance transparency in elections

New Delhi :The Election Commission of India (ECI) is set to revolutionize its voter turnout reporting process by introducing a more efficient, technology-enabled system. The new mechanism, aimed at providing near real-time updates of approximate voter turnout trends, will significantly reduce the delays caused by manual reporting practices.

Under this upgraded process, Presiding Officers (PROs) will now enter voter turnout figures directly into the ECINET App every two hours during polling day. This data will be automatically aggregated at the constituency level and reflected in the Voter Turnout (VTR) App, which will continue to publish updates every two hours.

At the close of polling, PROs will also update final turnout figures on the ECINET App before leaving the polling station. This key enhancement is expected to address the frequent delays that previously occurred due to manual transmission of data via phone calls, SMS, or messaging apps by Sector Officers to Returning Officers (ROs).

The Election Commission emphasized that while the legal requirement for PROs to submit Form 17C to polling agents remains unchanged under Rule 49S of the Conduct of Elections Rules, 1961, the digital updation of turnout trends is a facilitative, non-statutory step aimed at improving public communication.

Chief Election Commissioner Shri Gyanesh Kumar has consistently advocated for timely and transparent electoral processes. This new initiative echoes that commitment and is expected to become a vital component of ECINET by the time of the upcoming Bihar Assembly elections.

Importantly, the system is equipped to handle areas with poor mobile connectivity, allowing offline data entry and subsequent synchronization once the network is available.

The ECI hopes that by streamlining this aspect of election management, public confidence in the transparency and efficiency of elections will be further strengthened.
