Governor Extends Financial Assistance to Law Colleges and Bar Association in Memory of Justice H.R. Khanna

Panaji : In a significant gesture to promote legal education and uphold the legacy of judicial integrity, the Hon’ble Governor of Goa, Shri P. S. Sreedharan Pillai, has extended financial assistance from his Discretionary Funds to two premier law colleges in Goa and the Goa High Court Bar Association.

Govind Ramnath Kare College of Law, Margao, and V.M. Salgaocar College of Law, Panaji, have each been granted Rs. 5,00,000/- (Rupees Five Lakhs only) for the upgradation of their libraries. The funds are earmarked specifically to establish a dedicated chair/section/corner in the name of late Justice H.R. Khanna, a towering figure in Indian judicial history. Additionally, a financial grant of Rs. 5,00,000/- has also been extended to the Goa High Court Bar Association, Porvorim, in the name of Justice Khanna.

Justice H.R. Khanna is remembered across the nation for his historic dissenting judgment in the ADM Jabalpur case during the Emergency era, where he upheld the primacy of Fundamental Rights enshrined in the Constitution of India. Despite being in line for promotion as Chief Justice of India, he delivered a verdict that cost him his elevation but immortalized his integrity and commitment to constitutional values.

Governor Pillai’s initiative aims not only to honour the memory of Justice Khanna but also to inspire the younger generation of legal professionals to uphold the rule of law and the Constitution with courage and conviction.
