How 18 June Road Flood Causes.
Despite of reopening and cleaning Portuguese era gutters to provide flood free Panaji roads to the citizens water logging came to light yesterday during raining.
The authorities of Corporation of City of Panaji including city fathers got a rude shock of their life after water stopped receding during raining.
Water was shed on all the efforts, planning and cleaning for monsoon to plug out the black spots of water logging at various places of annual flooding in and around the city.
Many shop keepers, residentials, road users, motorists and 2-wheeler riders lost hope now despite of spending crores just to provide flood free area in the city even by Imagine Panaji Smart City Development too in the recent past could not succeed in their mission.
After holding discussion with the shopkeepers and residentials we jumped to the conclusion that there are many factors encountering the city since city started developing.
They stated that if there is heavy lashing and continues for 24 hours also during low tide there will no flooding. This flooding occurs only during high tide and there is every possibility of finding fish in the rain water. This is possible only when River Mandovi water rushes and gushes in the city through outlets and during high tide. This is impossible during low tide.
“Previously dredging used to be annual feature but of late it has been stopped not due Casinos but before that. A couple decades ago there were many passenger boats were running from Bombay to Goa in the River Mandovi and were docked opposite Customs office besides there were steamer services catering to the large clientele from jetty to Old Goa, Divar, Chorao and other areas and it was possible only after dredging annually.
Besides, in the past authorities used to asphalt gravels before tarring the roads but now PWD is doing black toping without asphalting and due to continuous black topping every year the height of the roads have increased since lots of water ran down the city and as such buildings appear sinking in absence of gutter and the classic example is Cardozo building opposite Kadamba Transport Terminus, Old Hotel Keni building, Gujarat Sweet mart, Anant Pharmacy, opposite CCP, Sher-e-Punjab and other adjacent buildings like Late Subhash Rao’s house, old Nana Mantri’s Cement showroom etc etc.
In the past there were only houses but when multi-storeyed buildings were constructed without taking into flooding but Late defence minister and the chief minister, Manohar Parrikar stopped use of recycled plastic bags and bottles to halt chocking of gutters during monsoons
