CM Pramod Sawant Launches NAKSHA, A National Land Survey Pilot Project

Panaji: Chief Minister Dr. Pramod Sawant launched NAKSHA (National Geospatial Knowledge-Based Land Survey of Urban Habitations) in Goa, a pilot project fully funded by the Central Government. Speaking at the event organized by the Directorate of Settlement and Land Records in Panaji, he highlighted how the initiative would streamline urban planning, ensure fair land dealings, and aid in disaster management.

Dr. Sawant noted that Goa is fortunate to be part of this prestigious project, with Panaji, Margao, and Cuncolim selected for implementation. Addressing potential concerns, he assured citizens that NAKSHA would not alter existing land titles. Instead, it would introduce GIS-based 3D mapping, drone surveys, and digital integration of land records to enhance taxation, prevent encroachments, and support city planning. He urged Municipal Councils to extend full cooperation, emphasizing that NAKSHA aligns with Viksit Bharat 2047, a vision for India’s future development.

During the event, the NAKSHA logo and information booklet were unveiled.

NAKSHA to Improve Land Management

Commissioner-cum-Secretary (Revenue), Sandip Jacques, IAS, stated that the project would benefit both the government and the public by improving land revenue collection and reducing disputes. He urged urban local bodies to support the survey’s timely completion.

Director of Settlement and Land Records, Rohit Kadam, in his welcome address, emphasized NAKSHA’s role in efficient land record management.

National-Level Pilot Under Digital India Program

Amrendra Kumar Singh, IES, provided an overview of NAKSHA, explaining that it is being implemented under the Digital India Land Records Modernization Program (DILRMP) by the Ministry of Rural Development, in collaboration with the Survey of India. The one-year pilot project will cover 152 urban local bodies across India.

Among the dignitaries present were Dr. Sneha Gitte, IAS (Collector, North Goa), Egna Cleetus, IAS (Collector, South Goa), along with representatives from municipal corporations and panchayats.

This initiative marks a significant step toward modernizing land records and urban governance in Goa and across India.
